Sun Lakes Country Club Homeowners Association
2015-2016 Solar Power Project
Executive Summary: The Association is currently looking into a solar power project. The project is designed to address the seven (7) largest consuming electric meters on the property and should offer relief of roughly $200,000 a year in electrical utility costs. Total cost for the project is estimated to be around $1,500,000 +/-.
General Information:
  • To be located on the vacant 45 acres, south of the community. The project will not be visible from any Sun Lakes homes.
  • The system will consist of 1,650 SunPower® solar panels that are ground mounted. 22 inverters will be used to convert the power from DC to AC.
  • Total project area will be roughly 30,000 sq ft or ¾ of an acre.  A six-foot tall chain link fence, with pedestrian deterrent wire, would be installed to enclose and secure the area.  
  • The system will produce 540 kWh with an annual system output of one million kilowatt-hours. It is designed to offset 96% of the electrical needs of the seven (7) largest consuming electrical meters in the community.
  • Estimated return on investment (ROI) is 8 years.
  • Equipment and fixtures carry a 25 year warranty with all maintenance and upkeep being covered by the third party owner/operator.
  • This system will utilize virtual net metering (i.e. credits) with the existing City of Banning utility provider. To gain permission to turn on (PTO), approval will need to be received from Banning City Council.
Financial Impact:
  • To take advantage of the solar federal tax credits (which otherwise would not be available to Sun Lakes due to its nonprofit status), the Association is proposing to work with a third party owner/operator. This third party will purchase the proposed solar system at the full cash cost ($1.8m-$1.9m), receive the tax credits, then lease the system to Sun Lakes for 20 years at a one-time upfront cost of $1,500,000 +/-.
  • After the initial cost, there will be no subsequent payments (monthly or annual) made to the third party owner/operator. At the end of the 20 year lease, the title and deed for the system will be turned over to the Association, at no additional cost.
  • The third party owner/operator will fully maintain and care for the entire system for the life of the lease.
  • The third party owner/operator will also be the warranty and production custodians for Sun Lakes.
  • Funds are to be drawn from the Association’s Capital Account (Acct #265000, balance as of 10/31/2015 was $912,386.68) and Owners Equity Account (Acct # 390010, balance as of 10/31/2015 was $836,531.10). Total funds available will cover the proposed project costs.
  • There will be NO SPECIAL ASSESSMENT needed to finance this project.
  • If approved, the Association will begin to recognize electric utility savings late in 2016.
  • Once the system is operating at peak efficiency, the Association will need to decide how to handle the savings in utility costs and the now depleted Capital & Owners Equity accounts.
Final Comment:
  • Due to the large cost of this project and in compliance with CC&R section 6.05 (exceeding 5% of the gross operating expenses), this project will require a membership vote. Ballots will be mailed the week of November 16.  The tabulation of ballots cast will take place on December 18, 2015 at 9:00 a.m. in the south clubhouse multipurpose room.

The Sun Lakes Restaurant offers casual and fine dining in a welcoming environment. The restaurant serves breakfast, lunch and dinner daily and delightful champagne brunch the first Sunday of every month. Live music entertainment is presented weekly in the adjacent lounge. The Sandwedge Grill serves a great variety of breakfast and lunch items plus offers outdoor seating. The Veranda also offers outside food service during the summer months.

For the exclusive use of Sun Lakes residents and their invited guests, there are two Sun Lakes 18 hole golf courses owned by the homeowners. The finely manicured holes meander through the neighborhoods and offer golfers breathtaking views of towering San Bernardino and San Jacinto Mountains. The Championship course is a challenging 7,017 yard par 72 layout with five teeing options. The 3,000 yard, par 60 Executive golf course has 6 par 4’s plus 12 par 3’s and is a fun experience for all skill levels.

Other outdoor amenities include: 8 lighted tennis courts, 3 paddle/pickle ball courts and 3 lighted bocce ball courts plus RV parking.
